Scope of Work

Clean Fuels is a government initiative aiming to reduce benzene levels in both petrol and diesel fuels through regulatory measures. The Caltex Project upgraded the refinery’s facilities to meet the new regulations; specifically, it involved the construction of a new Benzine Saturation Plant (BENSAT), upgrading the existing Diesel Hydro-Treater Unit (DHTU), and conducting ancillary works to pipelines and other plants to enable efficient operation once the new and modified plants were back on line. The Clean Fuels Project at Caltex had a total value of over $400 million, of which Hannas Civil Engineering Pty Ltd was awarded the entire civil component, as summarized below:
Site Preparation Contract:
-Construction of 150 linear metres of gabion earth retaining wall and bulk earthworks
-Construction of a new main access roads which included a reinforced concrete bridge spanning the refinery’s main pipe track
-Construction of new materials storage warehouse
Main Civil Contract:
-Demolition and modification of existing diesel hydration treatment plant
-Construction of new Bensat plant, including footings, services, and pavement
-Installation of new oily water sewer and clean water storm drain systems
-Installation of ring fire main system
-Construction of concrete supports for new pipe lines throughout the refinery
-Full construction and fit-out of new electrical substation to power the entire new and reconditioned plants, including the Mechanical, Electrical and Air-Conditioning systems.
Hannas successfully completed all works with zero lost time and no medically treated injuries, and also ahead of program and according to all specifications, despite having to overcome many challenges including constant design changes, drastic growth in the scope of works, and difficult working conditions. The success of this project can be attributed to our highly skilled and motivated staff, as well as the safety training, communications, and quality control initiatives that were put in place for the duration of the contract.
